Senior Environmental Engineering Manager, Air Programs

Summary
The Senior Air Program/Engineering Environmental Manager is responsible for leading company-wide Clean Air Act (CAA) permitting and compliance programs across Simplot's diverse operations. This position serves as the Company's primary technical expert for air quality permitting, regulatory strategy, agency engagement, and air compliance assurance. The role partners closely with facility environmental teams, operations leadership, engineering and legal personnel to identify permitting obligations, manage regulatory risks, and support strategic business initiatives. Success in this role requires extensive technical expertise in stationary source air permitting and compliance programs, strong project management capabilities, the ability to assess and effectively communicate regulatory risk and permitting obligations to all levels within the organization.
Key Responsibilities
- Lead company-wide Clean Air Act permitting and support compliance programs across diverse operations, including permitting strategies, permit applications, regulatory analyses, consultant management, and compliance assurance activities.
- Serve as the technical and regulatory expert on air quality matters with agencies, including permit negotiations, public comment responses, and public hearings. Responsibilities may also include support with enforcement matters, and resolution of complex regulatory issues.
- Provide strategic regulatory guidance and technical expertise to facility environmental teams, operations, engineering, and leadership to ensure consistent interpretation and implementation of air quality requirements.
- Partner with engineering, operations, and project development teams to identify environmental permitting requirements, evaluate regulatory risks, and incorporate compliance obligations into project planning and business decisions.
- Provide oversight and technical leadership for emissions monitoring, source testing, greenhouse gas reporting, and environmental data management programs.
- Develop organizational capability through mentoring, training, and technical development of environmental professionals.
- Support broader environmental auditing, permitting and compliance initiatives as needed, including CWA, RCRA, EPCRA and other environmental regulatory programs.
Typical Education
B.S. Environmental, Biological or Chemical Engineering, Environmental Science, Physics, or related degree programs
Relevant Experience
Required
- At least 10 years of work experience with Clean Air Act permitting and compliance programs.
- Advanced knowledge of NSR, PSD, and NNSR CAA permitting programs.
- Demonstrated experience managing complex permitting projects, regulatory negotiations, agency interactions, and consultant oversight.
- Strong written and verbal communication skills.
Preferred, but not required
- General knowledge of the CAA Risk Management Program (RMP)
- General knowledge of other key environmental programs including RCRA and EPCRA

This role reports onsite full-time at the Simplot Headquarters in Boise, ID. Travel is required up to 30%.
